New patch for SCUM!

With this new patch, the fishing environment has been further deepened. As any experienced fisherman will tell you, there are a lot of things that go into catching the fish you want. So, it makes sense to add this to SCUM as well. Therefore, there are now several factors to consider when going fishing, including the time of day, the bait being used, etc.

The way Strength and Condition attributes are gained has also been completely reworked. The old system was out of date and many of the new features implemented did not affect it.
